Editorial | Build an international talent hub to serve Hong Kong and mainland China

The latest top Communist Party meeting in Beijing may not appear to have direct links with Hong Kong at first glance. But the subsequent release of a relevant paper underlines the important work entrusted to the city.

It is incumbent upon Hong Kong officials to leverage the city’s unique strengths under “one country, two systems” and contribute to the nation’s development at the same time.

The city’s role as “an international hub for high-end talent” was highlighted in a 20,000-word paper under a section called “improving the system and mechanism for high-standard opening up”.

It said the nation should further open up amid increased international cooperation and create a new system of open economy.

“Leverage the advantage of ‘one country, two systems’, consolidate and enhance Hong Kong’s status as an international finance, maritime and trading centre,” the section said. “Support Hong Kong and Macau in establishing themselves as a hub for international high-end talent, improve the mechanism to allow them to better contribute to the country’s opening-up effort.”

Constrained by growing geopolitical tensions and various sanctions in recent years, China is well aware that it must move up the value chain and become self-reliant in terms of technology and innovation.
