Beijing’s top official in Hong Kong has urged the city to evolve from a “superconnector” to a “super moneymaker”, while adopting the principle of the rule of law to resolve governance issues.

Zheng Yanxiong, director of the central government’s liaison office in Hong Kong, also said on Friday that the city could better strengthen ties globally by actively integrating with mainland China, stressing that doing so would not result in marginalisation.

At a lunch at the Legislative Council complex – his third since taking office in 2023 – Zheng outlined six goals for the city, including taking advantage of its uniqueness under the “one country, two systems” governing principle and its extensive international ties.

Other targets include protecting the rule of law, maintaining internationalism, safeguarding national security and maintaining the city’s unique culture.

“[Hong Kong] should leverage the support from the mainland and tap into the country’s modernisation. It should harness its international ties, turning alignment with global market rules into development efficiency,” he said.
