Police said on Friday the non-Chinese man was apprehended the previous night in Yuen Long on suspicion of dangerous driving and failure to report and stop after the accident.
The force received a report at about 4.30pm on Thursday from a woman who said she saw a light goods vehicle hit a dog on Kung Um Road at around 2pm. The vehicle fled the scene afterwards.
