The force said officers from the organised crime and triad bureau, acting on intelligence, arrested two men on Chui Ling Road in Tseung Kwan O at about 7am.

“Police suspect the two men planned to harm someone,” the force said.

A video posted online showed one of the suspects pinned to the ground by plain-clothes officers and handcuffed outside a shopping centre on Chui Ling Road before being put in an unmarked police van.

The footage also showed at least 10 plain-clothes officers at the scene, with some seizing a knife.

Police said officers also impounded a car during the operation.
