Hong Kong authorities have appealed a court decision that overturned their approval for 12,000 public flats to be built on part of the city’s oldest golf course, arguing the ruling may have “significant and systemic impacts” on ongoing and future development projects.

The Environmental Protection Department and Civil Engineering and Development Department said on Monday that they had lodged an appeal against the Court of First Instance’s ruling earlier this month.

The court on December 2 handed down a judgment that ruled in favour of the Hong Kong Golf Club and quashed the director of environmental protection’s approval of an environmental impact assessment report for a planned public housing estate on 9.5 hectares (23.5 acres) of the 172-hectare course in Fanling.

The court’s ruling meant the plan could be pushed back to the consultation stage.

A Development Bureau spokesman said the judgment would have a substantial impact on the housing yield and the completion date, and that it and the Civil Engineering and Development Department would study and assess the housing yield and timetable of the project.

“The Civil Engineering and Development Department would need extra time to conduct the review on the scale of the housing estate that was originally scheduled for completion this year,” it said.
