Director of Broadcasting Leung Ka-wing has promised to meet angry RTHK staff this week over his decision not to promote long-time acting assistant director Chan Man-kuen.
Twenty black-clad union members staged a protest on Monday out of concerns that Chan was being punished for her “uncooperative attitude”.
Outside the broadcaster’s headquarters, members of the RTHK Programme Staff Union brandished placards bearing the words “Disorder of annual promotions provokes much confusion”.
The rally took place after an RTHK internal awards ceremony. Leung declined to comment after the event.
Gladys Chiu Sin-yan, chairwoman of the union, said Leung expressed his appreciation of Chan, the acting assistant director of television and corporate business, at the ceremony for her role as leader of RTHK’s television production team.
“That increased our doubts,” she said. “Chan is doing a really good job but she still cannot get the promotion. Our question is why, why, why?”

The union is also concerned that the promotion ladder is being used as a tool of political manipulation to control the public broadcaster’s editorial freedom and direction.
Amy Wong Nga-man, a union spokeswoman, said: “We fear that the reason why Chan cannot get promoted is because of her uncooperative attitude on several sensitive political issues.”
An RTHK spokeswoman said a staff meeting would be held this week to boost further communication between staff and management.
Chan has served in her acting position for 14 months and been denied promotion twice. She said earlier she was “surprised and disappointed” at the latest rejection because she had worked very hard.
Last week Leung issued a 26-word Chinese response to the union, stressing that promotion decisions were made in accordance with rules and procedures. He urged staff not to be suspicious and encouraged them to look at the bigger picture.
But the union said the brief response had “left a lot of questions unanswered”.
