A senior executive from one of Taiwan’s biggest industrial conglomerates has been banned from leaving mainland China since arriving in Shanghai for a visit more than two weeks ago.
The unnamed executive from Formosa Plastics Group landed at Shanghai Hongqiao International Airport on a flight from Taipei on September 1, and was immediately detained by border control authorities, Taiwan’s Central News Agency reported on Wednesday.
The executive was questioned and released, only to be stopped from leaving the mainland when he later tried to depart, the report said.
The person has not been able to return to Taiwan since, and the reason for the action was not known, according to the report.
Taiwan’s Mainland Affairs Council was quoted as saying that Taiwanese authorities were aware of the situation, but unable to give details because of concerns about the individual’s safety and to respect the family’s wishes.
Mainland authorities have not commented on the case.


The incident comes amid tense relations between mainland China and Taiwan since William Lai Ching-te from the independence-leaning Democratic Progressive Party was elected the self-governed island’s new leader in May.
Beijing sees Taiwan as part of China to be reunited – by force if necessary. Most countries, including the United States, do not recognise self-governed Taiwan as an independent state, but Washington is opposed to any attempt to take the island by force and is committed to arming it.
Exit bans are a way for mainland authorities to stop individuals, sometimes businesspeople or prominent political dissidents, from leaving its soil. Often the target of the exit ban is not notified that they are under the restriction until they try to cross the border.
Under the mainland Chinese law, there are various reasons an individual can put on an exit ban list, including suspicion of a crime, state security concerns, perceived involvement in corruption cases and unsettled civil disputes.
The bans can be requested by various agencies, from police and state security authorities, to courts, financial regulators, tax revenue departments and anti-corruption agencies.
Authorities never release the identities of the people on the list.
In another recent case Charles Wang Zhonghe, a Hong Kong-based banker with leading Japanese financial services group Nomura International (Hong Kong), was banned from travelling outside mainland China in September last year.
