China and Hungary hail ‘all-weather’ partnership as Xi Jinping gets red carpet treatment in Budapest

  • New designation of relationship brings diplomatic ties to highest level, underscored by 17 agreements signed between the two sides
  • Xi, following meetings with his Hungarian counterpart, says the countries are embarking on a ‘golden’ voyage
China and Hungary on Thursday announced an upgrade in their bilateral relationship to an “all-weather” comprehensive strategic partnership, as their leaders projected far-reaching unity during Xi Jinping’s final stop on a closely watched trip to Europe.
The new designation brings diplomatic ties with Budapest to the same rank of nations as those Beijing trusts most, including Belarus, Pakistan and Venezuela.
It came on Thursday during the Chinese president’s first state visit to the central European country, having met with Hungarian Prime Minister Viktor Orban.

Following their talks, the leaders witnessed the exchange of 17 agreements between the two nations.

The pacts covered cooperation on the Belt and Road Initiative, investment, nuclear energy, supply chain, finance, trade, green development and exports of Hungarian agricultural products, culture, technology and media services.

In a joint statement on Thursday, the two hailed the elevated bilateral relationship as an “all-weather comprehensive strategic partnership in the new era” that would “continuously enhance strategic and political mutual trust” between the countries.

Speaking at a joint press conference on Thursday, Xi described his meetings with Orban as “cordial, friendly and productive” and said the two countries were embarking on a “golden” voyage.

The Chinese leader said Beijing and Budapest would bring cooperation between China and Central and Eastern European countries to “a wider scope, a broader field and a higher level”.

The assertion came despite a shadow cast by the withdrawal of Baltic nations in recent years from the China and Central European countries cooperation mechanism, often referred to as 17+1.
Hungary’s elevated profile could take on even greater significance soon. In July, it will assume the rotating presidency of the Council of the European Union.

“China attaches importance to the China-EU comprehensive strategic partnership and considers Europe an important pole in the multipolar world,” Xi said on Thursday, adding that Beijing viewed Brussels as a “partner” for its economic development.

“China supports Hungary in playing a greater role in the EU and promoting the new and greater development of China-EU relations.”

Xi added that China and Hungary would deepen ties in economics, trade, investment and finance, push forward on a Budapest-Belgrade railway, expand cooperation in emerging industries, enhance direct flights and optimise respective entry policies.

“It is indeed a privilege and opportunity for Hungary that China has invited us to participate in the Chinese economy and play a role in the modernisation of the Chinese economy,” said Orban during the press conference.

The Hungarian leader added that Budapest valued Beijing as a main column supporting a multipolar world order.

Orban further said Hungary “calls for an immediate ceasefire and peace negotiations and supports all international efforts that point towards peace, including the Chinese peace initiative presented by President Xi Jinping” regarding the war in Ukraine.

The statement said the countries were “willing to strengthen high-level exchanges, close exchanges and cooperation between the two countries in all sectors and at all levels, including central and local governments, legislatures and political parties”.

Meanwhile, Xi pledged to strengthen cooperation between the two countries in all fields.

“The everlasting friendship between China and Hungary is neither directed against a third party nor is it restricted by a third party,” state broadcaster CCTV quoted Xi as saying on the last leg of a European trip dominated by trade talks and Ukraine.

“This year marks the 75th anniversary of the establishment of diplomatic relations between China and Hungary,” he said.

“It is hoped that Hungary will take the opportunity of assuming the rotating EU presidency in the second half of this year to promote the stable and healthy development of China-EU relations.”

The Xi-Orban meeting capped a morning that started with a red-carpet welcome for the Chinese leader and his wife Peng Liyuan at Buda Castle.

They were greeted by Orban, Hungarian President Tamás Sulyok, and their spouses, according to footage from Chinese state broadcaster CGTN.

The Chinese delegation included the ministers of foreign affairs, commerce and finance as well as the head of the national planning agency.

Xi inspected a military guard with Sulyok before the pair headed indoors for talks.

The Chinese president arrived in Hungary on Wednesday night after stops in France and Serbia on his first European tour in five years.
The trip took place amid a deep divide between China and the EU on trade and the war in Ukraine. It forms part of an effort by Beijing to enlist like-minded European countries to support an alternative to the West-led global order.
Like China, Hungary has retained close ties with Russia, and has often refused to fall in line with Nato and EU measures against it, including sanctions on Moscow and aid for Ukraine.
Hungary is widely viewed as the EU country closest to China, voicing opposition to the bloc’s “de-risking” agenda and blocking its statements criticising human rights.
Chinese Foreign Minister Wang Yi delivered a similar message when he met his counterpart in Beijing last month and called on Hungary to help promote “pragmatic and reasonable” China-EU relations.

In an interview with Hungarian newspaper Magyar Nemzet published on Wednesday, Xi said the two countries’ relations were on a “golden voyage” and praised Hungary’s “independent” policy towards China.

The two countries should lead regional cooperation and face global challenges together, he said, calling for “real multilateralism” and saying the two shared “similar positions” on international and regional affairs.

Xi also urged “greater synergy” in their economic initiatives – the belt and road and Hungary’s Eastern Opening strategy – including acceleration of the Budapest-Belgrade railway, a flagship belt and road project.

Hungary is the biggest recipient of Chinese investment in central and eastern Europe, and was the biggest recipient of belt and road funding in 2022.

It is home to Chinese battery giant CATL’s biggest plant outside China and EV maker BYD’s first factory in the EU.

On the eve of Xi’s arrival in the country, the first batch of generator units was connected to the grid at a photovoltaic project in the Hungarian city of Tokaj, the first overseas investment by China’s State Power Investment Corporation.

The newly installed units are expected to reduce carbon emissions by 95,000 tonnes annually, according to CGTN.
