A total of 5,604 applicants had been granted entry to Hong Kong under the Capital Investment Entrant Scheme as of November 22,  since its inception in October 2003, Secretary for Security Ambrose Lee Siu-kwong  told  lawmakers  yesterday. Annual application figures had jumped from 465 in 2004 to 2,997 this year up to  last month.
