Mainland role emphasised

Updated at 1.48pm: Chief Executive Donald Tsang Yam-kuen emphasised that the mainland would continue to play a vital role in Hong Kong?s future.

In his first policy address, Mr Tsang said a good relationship between the central government authorities and the SAR was the cornerstone for successful implementation of ?One Country, Two Systems?.

?It is also a prerequisite for our sustained economic growth and constitutional development,? he added.

Mr Tsang emphasised the bond between Hong Kong people and people from the mainland. ?We share a common interest and destiny ... In recent years, exchanges between [Hong Kong] and the mainland have intensified. This has led to a broadening of contacts and much closer ties. We complement each other, and we both reap substantial benefits as a result.?

He stressed the importance of increased dialogue between the SAR government with mainland authorities at all levels ? from members of his council, to District Councillors and the general public.

?I will actively promote contacts and exchanges between the SAR and the central government authorities. All principal officials and permanent secretaries will visit Beijing and other places in the mainland more frequently to enhance communication and mutual understanding and to engage in discussions on substantive issues.?
