NEW National People's Congress (NPC) deputies should introduce a more transparent operation, says Peter Wong Man-kong.

  An incumbent deputy for the Eighth NPC, Mr Wong said new deputies should be more accountable as they were selected by a 424-strong panel in Hong Kong.

 He envisaged meetings of NPC deputies being gradually opened to the public.

 'The meetings of the district boards and the municipal councils are open most of the time,' he said.

 'The NPC should also adopt a similar approach in a step-by-step manner.'  He said deputies should be more active in executing the body's national duties.

 'We were in an embarrassing situation in the past as members of the Chinese legislature operating under the Hong Kong British administration,' he said.

 'We will be under the scrutiny of the people now. They can criticise our work loudly.'  Mr Wong said he would seek to collect and reflect the views of Hong Kong people about national affairs by talking to individuals and possibly by organising forums.

 He is also considering issuing reports to the public on his work in the national legislature.

 Apart from discussing mainland issues, deputies would also assist people who ran into trouble on the mainland, he said.

 But Mr Wong said it would be up to individuals to choose the amount of work they committed themselves to. 'The minimum task is to attend a three-week plenary session in Beijing and a two-week inspection tour,' he said.

 Some NPC deputies might choose to just attend the session, but some might want to do more.

 In regard to the opening of a secretariat for deputies, Mr Wong said deputies were waiting on a decision from the NPC Standing Committee in Beijing.
